In his opening address M. Lamy stated that Multilateral Trade negotiations tend to take as long as PTAs or FTAs. Not true. The Doha Round started in November 2001 - it is far from being completed, with no end in sight.The ASEAN/Australia/New Zealand agreement was endorsed in late August this year after negotiations commenced in March 2005 - a total of three years and five months. As a result of this FTA ASEAN is now the largest trading partner with Australia with 16% of trade. This is compared to 13% share going to Japan, 12% to China and 11% to the USA (Source: http://www.dfat.gov.au/trade/fta/asean/index.html). Bill, the self-apparent truth is that the mass of Preferential Trade Agreements(PTAs) that have been negotiated in the past four years have bypassed the Doha round. These more nimble and focused agreements may not be perfect, but can you really say that the multilateral trade agreements (MTA)that the WTO are pursuing are benefitting every nation - particularly developing nations? Based on the PTAs that we have seen - including the new AFTA Agreement whose signatories include Australia and New Zealand - I would suggest that we need to rethink the way that the WTO approaches MTA negotiations.
