As our experience: After Renovation in Vietnam starts 1986 ( with approach reducing of protectism ,reducing of economic Isolation, opening exhange in sociey and opening trade ) the life of people became better : full of goods, clothes , media equipment, more medicine and build new house and building ....We from hungry country became the thirth country export rice in the World . I feel Mr Pascal Lamy have good idea in his opening speech about reasons of crisic in the world now .Let study this point Now in Vietnam Pri -minister Nguyen Tan Dung organizes the working group call \" group 30 \" for administration\'s renovation .This ideas will be study and involved in the renovation\'s process . I understand and share your concern that developing countries are not benefitting as they should from multilateral trade negotiations and the WTO\'s total reliance on \'international\' processes to open markets in participating countries. But I can\'t agree with your judgement that encouraging member countries to add a domestic process to help restore the national rewards they expect from the negotiating process is simplistic. Indeed, that was the approach advocated by developing countries themselves at the end of the Uruguay Round. Even in very short time of FORUM 2008, I hear in Vietnamese Radio the new about speech of Mr LAMY said about protectism and economic Isolation -are reasons for crisic . I think not I are the media in Vietnam want to have more understanding about 2 words . Thanks Bill, I think that the question that begs your response is what do you feel is the problem with the structure of the WTO at this point and how should it change to make it more relevant into the future? In his opening address M. Lamy stated that Multilateral Trade negotiations tend to take as long as PTAs or FTAs. Not true. The Doha Round started in November 2001 - it is far from being completed, with no end in sight.The ASEAN/Australia/New Zealand agreement was endorsed in late August this year after negotiations commenced in March 2005 - a total of three years and five months. As a result of this FTA ASEAN is now the largest trading partner with Australia with 16% of trade. This is compared to 13% share going to Japan, 12% to China and 11% to the USA (Source: http://www.dfat.gov.au/trade/fta/asean/index.html). The WTO policy of \'nothing is agreed until everything is agreed\' and \'bottom up\' policy making means that \'tagging\' the discussion papers with unpalatable policies... [view message]

I hear and listen to the speech of Mr Pascal Lamy .I want to say that in our education system the words\" protectionism \"and \" economic isolationism \" are not very clear. For me , I never learn it in training programme . About protectionism, I think , it can be done by political system , by government .If we delete protectionism in system , then the Government will chance the functions .it will be more as Administration system , to manage the security in Society. I think, many government\'s officials don\'t like to lost protectionism. Every day we hear in the television the requets \" we need the support from Government: money, ideas and instructions \". At that moment Government is Power.But without protectionism, government is Law . The rules,153 members have to follow - this is not multilateral system ??? I only said image the future of trading system ? I don\'t said - This is exactly . If the rules impact to many nations, you can\'t avoid . When you made the plan for the future, you have to consider it .Other way you will lost money, chance ... Re: Tasman Transparency Group. Bill, the self-apparent truth is that the mass of Preferential Trade Agreements(PTAs) that have been negotiated in the past four years have bypassed the Doha round. These more nimble and focused agreements may not be perfect, but can you really say that the multilateral trade agreements (MTA)that the WTO are pursuing are benefitting every nation - particularly developing nations? Based on the PTAs that we have seen - including the new AFTA Agreement whose signatories include Australia and New Zealand - I would suggest that we need to rethink the way that the WTO approaches MTA negotiations. Your view that the domestic agenda should be the point that has to change is simplistic - I\'m afraid to say that people don\'t have that much goodwill -as to which government will take that first step into taking goodwill to the negotiating table as opposed to results from it - they will be very brave!
